  • The initiative promoted by the Ministry of Science together with Corfo and the Government Laboratory, seeks to support the Ministry of Transport and Telecommunications in the search for technological solutions to characterize the logistics of freight transport in the capital. 
  • The call closes on April 12 and contemplates the financing of up to $ 305 million for the selected project.

Santiago, Tuesday, January 26.- To plan and develop quality, efficient, safe and sustainable transport systems, the Ministry of Transport and Telecommunications (MTT) needs to collect information on the behavior of freight vehicles in urban areas, where more than 88% of the population is concentrated. population and where truck flows impact more than 11 million people. 

With this objective, through the Public Challenges program, the Ministry of Science together with Corfo and Laboratorio de Gobierno launched a new open innovation challenge to invite Innovators, entrepreneurs, universities and technology centers in the country to develop a methodology that allows to periodically characterize the movement of cargo vehicles in the city of Santiago, integrating the use of automatic data generation, collection and processing technologies. 

The Minister of Transport and Telecommunications, Gloria Hutt, pointed out that “for a better design of public policies that allow freight transport to be more efficient and generate fewer externalities, we need to have more information that allows us to know how logistics operates within the city. Thus, this initiative will allow us to have in detail the schedules, routes, type of vehicles and the frequencies with which freight transport moves, in order to improve its operation and make urban logistics more efficient and sustainable ”.

For his part, Minister Andrés Couve, explained that “through this challenge we will support with up to $ 305 million to the solution that allows, through a combination of methods and technologies of generation, collection and automatic data processing, a greater efficiency of the operation truck logistics, favoring the timely supply of households, the reduction of extra costs associated with congestion in urban areas, and problems such as pollution ”.

Road congestion in Santiago generates on average an extra travel time of 47 minutes per day (Traffic Index) which, according to the IDB, increases the cost of freight transportation by almost 13 billion pesos annually. Faced with these antecedents, the solution to this challenge will allow to provide relevant information also for the other users of this system that need to develop new operating strategies, such as Housing and Urban Planning Services, Regional Governments, Municipalities, transportation companies and logistics, and load generators.

“As Corfo, we promote this challenge because we believe that there is an important space for the ecosystem of entrepreneurship, innovation and technological development to contribute in the generation of solutions that, in addition to solving a real problem of the Ministry of Transport, such as the lack of complete information regarding the movement of vehicles, also encourage the development of new products or services in the different links of the value chain of our logistics industry, to guarantee a timely supply, while reducing externalities for cities and promoting a sustainable economic reactivation ”, highlighted the Executive Vice President of Corfo, Pablo Terrazas. 

From Government Laboratory, its Executive Director, Roman Yosif, indicated that "the work carried out together with the Ministry of Science and Corfo in meeting these challenges, made us reach challenges that are often difficult to pinpoint, but key, such as the value that as a State we can add to the logistics of a timely supply of large cities, integrating the use of technologies, data collection and processing, especially in this time of pandemic, where e-commerce has grown enormously ”. 

This challenge, which will receive proposals until April 12, is the third open innovation call of the Public Challenges program: the first call, which was launched in December, seeks a solution that automates the monitoring of wetlands by Conaf, and the second, which opened in January, will help facilitate the management of claims and inquiries received by the Commission for the Financial Market.
